API requests experienced increased latency and rate limiting due to downstream service degradation.

The incident was caused by increased latency in our content moderation service, which affected our ability to process requests at normal throughput. We switched to a fallback moderation system until the downstream incident is resolved. Our system's concurrent task limits, designed to prevent overload, restricted incoming requests until the backlog could be processed.
